Note that draft Proclamation terminating the Military Administration by repeal of Proclamation one has been prepared locally.
2, Copy of draft "Indemnity and Validating Ordinance, 1946" prepared for Malays sent to you under cover of Savingram No.29 of 25th of February, Suggestions were made for the deletion of certain items applicable to Malaya only, but otherwise it is hoped that this Ordinanca may be suitable for Hong Kong. Amait your comments. List of specified funds from which payment has been made by the Crown Agents is being telegraphed to you separately.

3. Ordinance continuing those provisions of the Military Proclamations which it is desired to retain should be drafted by you. You may care, however, inform us of those specific provisions which you recommend should be included. Unless you advise to the contrary, we assume that continuance. of the note issuing powers of the Banks will be included in this genera? Ordinance and not by separate Ordinance.
